Is Disable Need Decay Just for the Selected Sim?

So if I do testingcheats on then select a sim to disable need decay does that effect all of the sims in the household? Looking at it early on it appears that way, is there a way I can just make it aff...

Disable need decay on a sim only does the sim
The mail box does the whole house or the world
Try travelling and going back it resets need decay on all
