In build mode, on the tools panel at the top of the screen, look for the icon that looks like four arrows pointing in four directions. That's the "move house/move lot" tool. It's in between the folder (save to library) icon and the bulldozer (bulldoze lot) icon.
With the "move house/move lot" tool, you can either reposition just the house/building itself, or reposition everything together. Useful when you download a smaller build onto a larger lot and you want to move everything to one side of the lot, or to rotate the lot when it downloads facing the wrong direction.
