I remember there was a problem with Sim inventories a while back, and Sims were getting bogged down by having too much stuff on them at all times. You could check some townie inventories and delete them if they're filling up, see if that helps. If the game has to load a bazillion little objects on every Sim, it will get weighed down.
Also, check your internet connection. Sometimes a slow connection can affect gameplay, so the best thing to do is go into game options and disconnect. You won't be able to use the Gallery, but you can always connect temporarily and disconnect again.
And lastly... sometimes having a lot of Sims and lots in your library can affect performance. You can either try removing your library and seeing how the game plays, or go through and clean it out, delete stuff you don't need.
