Is Photography broken?

Normally I won't use cheats with skills, ah what am I kidding, I do, but I do know of a cheat that might help you get past this issue. Anyways here is it.

First, enter testingcheats on

Then enter Stats.set_skill_level major_piano 2

If you find you are having problems with certain cheats not working, is because they were locked up. There is a mod that lets all cheats be used again.

The skill you've put here was unlocked due to popular demand. So no mod needed.
However, the cheat needed to enter is this:

stats.set_skill_level major_photography 2

Yours increases piano skill.
But yes, testing cheats do need to be enabled first.

I experienced this too and I had to cheat to get them past it.

The User Interface Cheats Mod can help, too.

Being inspired when taking photos can help to raise the skill level quicker. Also having the Natural Light trait on the lot helps with the photography skill.

I restarted the game after deleting some of the caches in the sims 4 folder. That fixed it, thanks everyone.

It is good that the issue is fixed :)
