I normally do stargazing via ask to stargaze interaction and the sims have always lied next to each other. You should take care where you do the interaction though because they lie down in the first spot where they can. I agree that your case sounds like some routing issues. Also I didn't know you could stargaze together through "stargaze with" while the other person is already stargazing.
