is the library directly connected to your pc/game?

i had an old laptop that i was playing sims 4 on, i uploaded many sims / homes that i loved to the gallery for protection. Well that laptop crapped out on me and i got a new one..only to find my galle...

i have checked all of that- i know i put them up in the gallery because on this old laptop i had to get it re-built and i re-downloaded my sims from the gallery but now they seem to be gone..i've reached out to devs maybe they can help. @DeKay
