That is incorrect litabelaqua. Prior to the Oct 1 patch, the Book of Life worked as it was described. It brings back the dead Sim you wrote about. Based on my past experiences I generated multiple Books of life for various Sims ranging from Y.A. to Elder and killed them all after writing about them first. Upon their deaths I was able to use the option to "Summon" them back, which they did come back as a full Sim (not as a ghost) from the point in which they were written in their perspective Book Of life.
Since the Oct. 1st update, every Book of Life I have written does not allow me to "Summon" the dead Sim (as in no ghost form or complete Sim form).
The whole idea of completing that writing aspiration was to be able to bring back a dead Sim you wrote about. This was the purpose intended even before the new updates from Oct. 1st.
