You just need to look around. They can be placed on weird places, even inside another object. I had a urn placed on the same spot as an older urn, so I thought there was only one, until I moved it. Lately I found an urn sunken into the floor, only the top decor thing showing. I suspect that if the foundation under the house is tall, the urn might go invisible down there.
I think the placement of the urns changed with a recent pack or patch, so maybe this is no help to you unless we have the same packs.
