Is there a way to block newly generated NPC becoming celebrities but active household?

Hi, I heard I can block it on the game option and I'd done just before starting a new game. But I found even my active household is blocked too. I'd like to block only inactive randomly generated sims. I'm not happy with those NPC sims get awards without doing anything and they get global superstar celebrity title without doing anything in game. How come only active household have to make a lot of effort to get the title? Of curse I really don't like to become a celebrity with cheats. I wish they need to do something in public to get award, otherwise, I want to block them. I don't want to delete them every week on the town edit mode. I don't mind any mod. please help.
