I'm not 100% certain on this as I haven't had opportunity to test it yet myself. But I believe the answer to your question is: sometimes.
If my understanding is correct, you can 'sell' the urn/tombstone to get rid of it, but it's like any other object -- to do so, you must -own- it. Which is to say, it has to belong to your household. So if Sim who died (believe it would be linked via them) has others in his/her household, one of them may be able to pick it up (into personal inventory), move it around and sell it. But if you don't have any other household members, you can't. (You could have someone befriend the ghost and get them move in, becoming playable, at which point the ghost joins their household, and either they or the ghost should be able to sell it, but that's kind of a long process.)
