If my understanding is correct, you can 'sell' the urn/tombstone to get rid of it, but it's like any other object -- to do so, you must -own- it. Which is to say, it has to belong to your household. So if Sim who died (believe it would be linked via them) has others in his/her household, one of them may be able to pick it up (into personal inventory), move it around and sell it. But if you don't have any other household members, you can't. (You could have someone befriend the ghost and get them move in, becoming playable, at which point the ghost joins their household, and either they or the ghost should be able to sell it, but that's kind of a long process.)
I think this is how it's supposed to be, but I have blank (game culled the ghost sims) tombstones from my sims family and no destroy when I click on them (supposed to be there according to other sources) so I think I'm bugged. As for the dude that died in the park, he was a townie and I don't know if he had any family, its a pain he wasn't culled but my ghosts were, he died when gen 2 were getting married and they're both dead now and all culled aside from the mum. Thanks for your help though, I just wish the game was behaving itself (my first two games were abandoned because of major bugs and this family gas had the stuck in work bug a few times but I've managed to fix it.
