You can disable packs from loading within the EA app, no mods needed.
You can find the steps on this website. It also generates the code with the numbers of the packs you want to disable by clicking on icons.

You can also find YouTube tutorials on how to do this if you find that more practical.
You can best start a new save with the limited packs.
Note : this simply disables them from loading. They will still be installed on your hard drive.
