@Oldeseadogge Shift clicking and disabling them using the mailbox does work, but you have to do it for each neighborhood, using a sim who lives in that neighborhood. (Neighborhood as in section of the world, not the world as a whole. E.g. windenburg island, windenburg old Town, windenburg modern district, etc.)
If you plan on, or are ok with, starting a new save soon, then it's a lot easier to just never let them be enacted in the first place. What I mean is, if you follow the steps below to create a new save, the NAPs won't be voted for in the first place in the new save.
Step 1: in your current save, uncheck the npc voting setting
Step 2: save the game
Step 3: start a new save game
And that's it! The new save game will have NAPs disabled (since, when you create a new save your settings carry over from the last game you saved) As long as you don't vote for any, none will be enacted (though, the game will still say that a nap won the vote and was voted in. Its just a notification, no NAP will be enabled)
I'll also note that you could roll your current save back to before you bought eco lifestyle, if you bought it very recently and have backups, but you'd lose your progress. If you did do that, disable NPC voting from the world map before loading a household, or some votes will be placed.
