If you're looking for a cheat to summon the Sim's Ghost to the current lot, first, you'll have to get the dead Sim's ID number using: sims.get_sim_id_by_name
Once you've got the ID number, summon them with: sims.summon_sim_to_zone
Once the Ghost Sim appears, you are free to employ a gameplay or cheatful method of resurrection of your choice (plenty of resources on this forum and elsewhere for those). I typically use Revive Sim in MCCC or have a Spellcaster cast Dedeathify.
