Is there an Eco Lifestyle cheat to spawn trash in a regular neighborhood?

Question in the title. I'm looking to spawn trash in Willow Creek in an industrial neighborhood. The neighborhood looks smoggy, but other than that, the roads are clean all the plants are still alive ...

I was able to get trash there by using TOOL. It can also be removed and it's easy to do now, too, since you can use TOOL in build mode. So here's a pic of the street with trash all along the curbs.
