I would love to set up a world then sit back and watch the simulation unfold without needing to do anything, but there are just too many things sims won't do so, I have to intervene. For example, spellcaster sims don't really practice their craft so you have to make them practice. I also have to occasionally stop my sim from making 200 gallons of mac and cheese in the cauldron. Seriously, who needs that much mac and cheese? But, yeah, a perfect simulation would be nice, but it's not possible in the game.
Also, the term "sandbox game" means a gaming environment where anything can happen and you can play however you want(allowable within the gaming environment). I think labeling the 2 choices simulation or doll house/story would have been more accurate and less confusing because you can play either way in a sandbox game. I know, nit-picking here. Other games considered sandbox - Mine Craft, Eve Online, Civilization series, GTA V, No Man's Sky - all big worlds, tons of game play freedom.
