Santa did not come with Seasons in Sims 2. It came into the Sims 2 Holiday pack and if you did not buy that pack - you did not have the Santa experience. So for them to include characters like Santa and the Easter Bunny in this pack as well as the new scarecrow thingy - well these are a first for a Seasons pack. Sims 2's only character in Seasons was a Plant Sim - not a Santa Clause. You had to pay extra for that, and then Father New Year by also getting the 2nd Holiday Pack. The Sims 2 UC comes with the Holiday pack - so perhaps you were not aware they were not a part of Seasons.
Ahh see I didn't know that because I only had seasons growing up. Someone told me after the ultimate edition was given away on origin about Santa so I thought I missed that feature all along
