Warning, if you use the relationship cheats you can no longer Click on Build Mode from the manage world view, tested it because my game messed up and did a step by step test, once you use the relationship cheat, save your game, then get back into manage worlds, then goto a lot click on it and click edit it will simply not work. So those cheats are not safe!!!
Which relationship cheats did you use CyberOps? I have used the Friendship_Main and Romance_Main relationship cheats to set my relationship with other Sims, and I was able to enter Build/Buy Mode.
