It doesn't make a difference, It takes "t", "true", "on", "1", "yes", "y", and "enable" and turns them into a "True" boolean value.
What you're probably noticing is that testingcheats is getting turned back off each time you switch lots (hit a loading screen) Guru's are supposedly going to be fixing it.
@FATESCRUEL You don't need a third party tool outside of python to decompile it, google should pull up everything you need.
