In case you're typing it that way, the command is testingcheats true (not testingcheatsenabled)
in the read me file in the game files I found they typed it wrong they have it Testingcheatsenabled true for this game and we know that wont work, They typed it wrong in that readme file... lol....Need that moveObjects on cheat. They had it but I guess it was not working right when tested it at Maxis EA.
