Sims 4 just got patched. They added "hovereffects on/off" to turn off the highlighting effects as well as a game property to permanently turn it off in origin. I suggest you check out the patch notes.

Now I am getting
Go to origin, right-click the Sims 4 and select Repair Game. It should be able to repair it without redownloading the entire thing.
