There seems to be an issue where doing a promotion works to a certain level in certain instances and then stops working. For instance, I was able to get Culinary to level 8 and then promote stopped working. I even tried exiting and reloading the game with no luck. Also had an instance where Secret Agent only promoted to level 2 (I think it was) and then it stopped working.
Do it from live mode, and give it a second to calm down if you were spamming it.
When you reach the point for a branch option, you *have* to be in live mode for the command to complete, since it can't present the branch menu from edit mode.
