UPDATE #1: Relationship Cheat is NOT causing inability to build/buy on Community Lots in Manage World. It has to be a trait or skill. At this time I have tested and edit relationships and was able to build on lots in build/buy mode. It is most definitely coming from a trait or skill. I am leaning towards the Thrifty trait as it offers a discount on build/buy mode. I am testing to confirm this.

once we figure out what trait it is, next step would be to get the trait legitimately and see if it still happens. If it does, then I believe you're right @Fatescruel, we'll need another patch.
