Do you have a link for that mod? I've been debating on whether to use it or not and these decorating buffs are driving me up the wall with all the happy, happy. If this carries on my sims are going to have barely anything beside four walls, a roof and a toilet.

There you go :)
This mod has dramatically changed my game. It's pretty much THE mod I use (I have couple of minor other mods but very few). It's such a simple tweak but it makes a huge difference. Not buried under so many rather meaningless "Happy" buffs, the traits show through much better.
My idea for changing the game is to make Decorated buffs only apply for lots outside of the home lot. It makes sense - do you stay happy because your house is decorated well? I think most people get used to their own environment. However, when you go somewhere else, it's novel and "Oooh I like the furnishings in this place."
If you want sims to be always positively affected by their surroundings, maybe something like an "Aesthetically Inclined" trait - not Art Lover, which has to do with the ability to admire art. People with Aesthetically Inclined would be happy even at home when it's well decorated (like all sims are now), and feel worse/get uncomfortable moodlets when there's no decorations.
