Just Got "Game Data Incomplete" Message - AGAIN!

Anyone know anything about this. It's a first for me. I play off line, I've not updated for over a year to avoid errors.
I had a new Anti-virus installed last week, with a firewall and VPN - I can't see anything that might be blocking it from there - though I might have missed something.
Currently I'm repairing my game. It's taking forever, so I thought i might throw the question out there while I wait.
I have Googled everything I can and it seems repair game could do the trick.
Any in--put from anyone would be great.

    I can't believe it. It's just happened again!
    And again I repaired game. This time when I went to play, it said I didn't have the packs I needed to play my existing save, yet they were there in origin when I repaired game. This is so frustrating. I usually play off-line, but, when I started to play on-line, it all was fixed again.

    I think I might have cracked it. Could be wrong. BUT, after I had AVG premium installed, AVG "tune up" came with it. That is the only think I have run since the first error. I have always used CCleaner in the past, which I figure tune up is the AVG version.
    When I looked at what it was removing as system junk, there were 3 sims 4 items there. So, I won't run it again, and I'll wait to see what happens.
    Here is a screenshot of the system junk. Could deleting one of those cause the problem?

    Nope. Don't think its that. No idea why it happens.
