Kiss neck

I thought it came with vampires myself? Possibly they have to be in a flirty mood/suggestive conversation type thing before it's available? Alternately I've noticed being unable to do certain romantic interactions (think passionate kiss, woohoo) before the couple have shared their "First Kiss" ?
