My country is only represented in the game in a 40 dollar DLC, and it wasn't represented in any of the earlier games. In an ideal world every country and culture could be represented at no extra cost, but that just isn't realistic unless the game becomes a subscription service.
Plus I don't think any important cultural things are exclusively represented in packs. There is an Indian kit and a Moroccan kit, however they've added things for Indian and Middle Eastern culture in updates too (bindis, hijabs, fully covering outfits, etc)
