Ladders on platforms indoors

anyone else having issues with ladders placed on platforms inside? I have tested it out a bunch of different ways. No problems if platform is outdoors. Smallest height platform, highest height walls. Sim can't use ladder. I added stairs to make sure it wasn't a height issues for the sim. Told the sim to go up the platform and he USED THE LADDER. he then proceeded to jump off the platform and back on the platform every time I told him to up to of down from the platform. Super frustrating. Also when he does climb up the ladder he climbs down into the floor first which is weird but I'll allow it if I can just get him to use the ladder!
