It is usually located by itself, on the table immediately in front of the grill. The other foods are set out on another table just in front of that one. It took me a few times to notice it as well. I mean, one would expect it to be with all the other food, right? Silly sims.

My side picnic tables had hotdogs on it. I didn't go at the beginning of the festival though. I will check there next time the festival comes around.

Sometimes it'll take time for it to appear. If you can't find one, enjoy other activities and check back later.
Just be careful when you eat it. My sim did and she turned into a ghost for a few hours, then kept getting a "ghostly anger" moodlet that would come back within minutes of the previous one ending. At least that was my experience; not sure if eating the hotpot gives different/random side effects. Ended up having to roll back a save and NOT have her eat it.
