If you have a 32 bit only machine, you HAVE to download legacy edition to play, and newer packs won't work. It's basically just a way of wrapping the game up for people with older machines and keeping Origin from trying to update or let you add new packs. Because your computer cannot support them.
If you do have a 64 bit machine, make sure it really is completely uninstalled. Uninstall Origin too if need be. Then reinstall and find the regular Sims 4 in your game library and install that. If a popup comes up and says something to the effect of "older machines must used Legacy edition" just click on the x and close it, it's just a notice not a command.
