Is there any kind of guide on how to do the Legacy play properly?

legacies are just a personal thing. You have to set a goal for yourself. What do you want to accomplish in X number of generations? Once you answer that, then you can figure out who would be heirs and what traits to give the kids.
This is from Carl's Sims 4 guide. And also you asked the question that I was actually mulling over in my mind after the discussion we've been having in the How Many Households thread. So thanks for putting it into words and spurring me on to start researching.
