For me it would be enough if sims could live there. Even if you could only have one residential lot for save, a cabin in the middle of the forest, for the sims that want to truly disconect. A writer searching for inspiration in the middle of nature, a true off the grid experience in a great scenarium...
And the remainig lots could still be rentals...
