Interesting find (at least something I did not notice until just now), Patchy also raises a sims gardening skill level just by talking to him about gardening.
One of the teenage boys in my household has gotten gardening up to 3, and has not done any gardening...just goes to Patchy to "talk about gardening" when I need a quick focus moodlet. I just now put two and two together that the skill advancement has always happened as I talk to Patchy.
