You can add trash in other worlds by lot trait. So just set all the lots with that trait. It can be as trashy as you like? and the toggle in the menu for smog
The way I understood it, trash will accumulate on the lot (probably after trash cans are full.) But it won't look trashy like the new world because garbage won't be appearing in the surrounding areas.
