I just use MC Command Center for this. I don't normally like to cheat skills, but when you are creating a family in CAS, it's kinda strange to have a father with three teens without any skills to his name. So, I cheat to get him up to a certain point, just so he can get along at work. I only max out certain skills, but certainly not all of them. I agree, half the fun is having them skill themselves up. So far, I have abstained from cheating with the toddlers, too.
