The vampires were and are so flexible in The Sims 4 that you can make any sort of vampire you want, with any set of rules. It appears that magic users will be the same, so it's not odd at all. You can make a witch. You can make a wizard. Witches generally don't go by the same sort of rules as wizards, but they're both spellcasters -- hence the term.
