I usually don't have my sims upgrade with eco parts as your sim has to fabricate them. I just use the upgrade using regular parts but do the energy efficent upgrade on basically everything from computers and tvs to appliances and plumbing. It just takes too long and the eco upgrades call for way too many eco parts to be useful. It still gets me the bill reduction when the inspector comes around. :D
