Literally NOTHING increases Fame except actor career!

Just got the expansion today and I'm having the same issue. No matter what I do, none of my sims will gain fame points even though a star appears up above their head and a pop-up message lets me know they are gaining them. The number of points stays at 0. I repaired the game, deleted all cc and mods, started a fresh new save... nothing. The only thing that works is cheating them in. Hope this gets fixed soon.
