@gololobovovi I have noticed I don't instantly see the bar go up. And +1 star doesn't mean you went up a star. It just means you got a little fame while +2 stars means you got more. But usually only special events will boost you up a whole star.
I feel like the easiest way to start on the road to fame is (surprise, surprise) having famous parents. Whenever the kids age up, they get a fame boost. And once you get to three stars, there's a lot more possibilities that open to you. Sims with a pristine reputation can just donate items around the house. (If you're rich enough, you can literally buy your way into being a Global Superstar.) Sims with an atrocious reputation get fame every time they do a mischievous or mean action in public.
Giving your home the Celebrity Home lot trait gives a nice boost to everything that increases fame normally. It might not work on Newcomers or Sims that have no fame, though. I haven't tried it out.
