They're mostly the same, although now and then the game seems to spawn a new one. You'll meet most of them if you hang out long enough in the cantina. In my game, even the vendors seem to hang out there when they are off duty.
@catloverplayer, I think the only real difference is that the "locals" are the ones with Hispanic names and they are mostly wearing clothing from the GP (although they are actually all homeless, as Luthien says). There are also a couple with European names - I am not sure whether they are supposed to represent expats, or tourists.
By the way, the locals don't necessarily all look Hispanic. In fact, many of mine looked distinctly oriental :/ (that's Sims 4 for you!) until I edited them in Household Management to make them look the way I imagine they should.
