Is this always with the same sims or different sims? So far, I've gotten through all the locked doors with sims that have gone back to visit 3 or 4 times each. You could try repairing your game and see if that fixes it. Are you using any mods at all? Sometimes mods will cause problems. I hope you find a fix, I'm sure it's gotten frustrating for you.
