When I attempted to bulldoze the terrain, I got this error: "Can't find object", and it prevented the bulldoze terrain option from working. I also get this error if I use the "flatten lot" option in terrain tools and the lot won't flatten. It does flatten if I move a flat lot in from the library, but the mailbox is still there.

Did you try picking up the lot and moving it over one square to see if the mailbox becomes accessible when it's not on the very edge?
It's the button in build mode where you can move or rotate the whole lot.
I tried moving it over and rotating it. The mailbox stays put, it doesn't move with the lot.
