You simply play with autonomy on and only select the Sims you need to achieve certain things at a time. I don't make it so that all the toddlers/children in a household get all their skills to the topmost level, that's totally unrealistic. I wrangle them to a degree, and let the others pretty much take care of themselves. :)
See I love maxing everything out. All my toddlers at least get to level 3 and all my children complete their aspirations. 8 is enough for me :)
