If the patch didn't fix the issue for you, it might be that it's not fixed for existing saves, and only for brand new ones? I'm not sure. I have the bug as well and it was a brand new save......so no, it has nothing to do with saves. I made the sims yesterday in a brand new save game and when I tried to marry them off I got this bug. It is def still there and has nothing to do with old saves. My save was brand new and a brand new family. @SimGuruNick
To make it easier to recreate My sim had an affair with a coworker, but the sim he was trying to marry was a sim I made with him in Cas (like I said, it was a new fam and new save) so it seems like the fact that his on the side girlfriend who worked with him (it was also a sim that didn't actually live in the world, although I later moved her into a home) was making the game think that it was his fiancee that worked with him when it wasn't, it was the side girlfriend.
Anyway, like I said, brand new save and brand new sims and as of Sept 11th 2017 still have this bug......
