Maxis going in wrong direction with expansion pack gameplay?

I feel like of all the iterations, Sims 4 has had the weakest expansion packs with gameplay. Sure stuff packs have some gameplay, but even with game packs and stuff packs with expansion packs, gameplay seems like a very distant afterthought to this iteration. It almost feels like expansion packs are just revamped Sims 3 world packs with how they lack content now.
