Maxis going in wrong direction with expansion pack gameplay?

It's nice that Snowy Escape is a vacation destination and a world that your sim can live in, but since it is doing double duty, it should have been larger.

It needs at least one more district. I want to put in more community lots. I had to remove some residences and rentals and pile a bunch of sims in some small lots just to add a spa, restaurant, and coffee house. I wanted to add a sort of souvenir shop, but content was so light, I didn't bother.
