Maxis going in wrong direction with expansion pack gameplay?

At first I was really excited for Snowy Escape mostly because of the setting/I grew up in Fernie, BC basically a ski resort town. Plus I love anime so it just works for me until I realized what lost ...

I don't know what are the standards for the packs nowadays. What I know is that I can fit two or more TS4 packs in a single TS3 expansion. Is TS4 offering less or was TS3 offering too much? I honestly have no idea!
