Maxis going in wrong direction with expansion pack gameplay?

At first I was really excited for Snowy Escape mostly because of the setting/I grew up in Fernie, BC basically a ski resort town. Plus I love anime so it just works for me until I realized what lost ...

It feels like half the Sims 4 packs feel like what Sims 3 Game Packs would have had, content wise, if the concept had existed pack then, I guess it kind of did with the worlds in the Sims 3 store.

This is doubly true for every pack released after Sims 4 Season, except for University. So that's 4 out of 5 releases that feel that way.
