Mermaids deserve a pack

As much as I love Island Living, why can't they just add these things to IL itself? Mermaids don't make sense on their own without IL, and having another DLC for DLC pack feels kind of exploitative, like how MFPS was. After all, we paid 20 to 40 dollars for an expansion pack. Shouldn't we get our money's worth?
I know we always say "Oh it's because EA is greedy", but it's gotten so bad that we're conditioned to think that paying more money to expand an expansion pack is acceptable. Instead of just expecting to get $40's worth of content from the start for a pack that costs that much. It's kind of sad
