Does the Sim who can't search have the keycard? I recently discovered that if a sim has the keycard, the piles of evidence won't activate (since their job is to provide the keycard.) Give the keycard to the other sim, or just take it out of inventory and let it sit on the floor (it should turn into a package-like object) while you search.
